I am directed by the Earl of Balfour to transmit to
you herewith for the information of Mr. Secretary Churchill
copy of a letter from Sir C. Addis on the subject of the
Canton-Kowloon Railway and the development of the port of
Canton.

The
Article 15 of the Canton-Kowloon Railway Loan
Agreement of the 7th March 1907 provides that "It is further
understood that the Chinese Government will not build another
line competing with this railway to its detriment."
existence of this clause must be known to Sir C. Addis and to
Mr. Lamont, but the former expresses the opinion that it is
not apparent that there is any restriction whatever on the
development of Canton as a port by means of railway tracks or
otherwise,

Mr. Churchill will recollect that a draft agreement
for the working of the Canton-Kowloon Railway was negotiated
between the Hongkong Government and the Chinese authorities
in 1911 but eventually was never signed. Copy of this draft
agreement was forwarded to the Foreign Office in Colonial
office letter No. 4747 of the 21st February 1912 and the
following two articles thereof are relevant to the point at
